David Incorvaia — President & Founder

Mr. Incorvaia began his career in 1992 with members of his family at Adamo Medical Services, providing ambulance, wheelchair and critical care transportation in New Jersey. After Adamo was conveyed to LifeStar Response Corporation, he was appointed Vice President of Operations for LifeStar’s New Jersey operating entity, with added responsibility for billing, human resources and marketing.

In 2001 he founded Pulse Medical Transportation, Inc., and has grown it from a handful of ambulances and wheelchair vans into the dedicated medical transport partner of three major New Jersey health systems — across BLS, ALS, specialty care, wheelchair and lower-mode service lines. Those relationships are now 24, 13 and 12 years old: a founder-operated company with a 25-year record of winning health-system business and, more tellingly, of keeping it.

William C. Krasner, MBA, JD, RN, APN/FNP-C — Partner

Mr. Krasner has spent more than 50 years in emergency medical services, nearly all of it running ambulance operations — as a provider, as a health-system operator, and on the corporate side of the industry. His career began in the New York City EMS system, and he served as Assistant Chief of Paramedic Operations for the City of Philadelphia’s ALS program.

He was Vice President and Chief Operating Officer, and subsequently Chief Financial Officer, of US HealthTec, Inc., a multi-divisional EMS corporation, with responsibility for field operations, quality improvement, financial and budgetary management, development, marketing, risk management and human resources — including the creation of a freestanding institute for EMT and paramedic education.

At the University of Pennsylvania Health System he served as Division Administrator for Trauma and Flight (PENNSTAR) and Corporate Director for Medical Transportation Systems, where he expanded the air medical program and developed the health system’s transfer center and its system-wide medical transportation model. He was Chief Legal Officer of Millville Rescue Squad, Inc., a large multi-level EMS agency operating both 9-1-1 response and critical care transportation, and following its acquisition served as Administrative Director for EMS/MICU and Ground Transport at Inspira Health — roughly 300 staff providing ALS, BLS, critical care and lower-mode transport for five hospitals across three counties, plus EMS education and a community paramedicine program.

He holds an MBA in Healthcare Administration and a Juris Doctorate and is a member of the California Bar. He is a Registered Nurse and board-certified Family Nurse Practitioner in his own primary care practice in Little Egg Harbor, New Jersey, is Certified in Healthcare Compliance, and is a certified Lean Six Sigma Black Belt. He taught EMS leadership at Drexel University for 17 years.

Between them, the partners bring experience spanning field operations, health-system transfer centers, medical-necessity and PCS documentation, and Medicare and regulatory compliance.
